Title: Executive Procurement Management

Job Summary
Responsible for assessing products, services and suppliers and negotiating contracts. Ensuring that approved purchases are of a sufficient quality and are cost-efficient.
General Responsibilities
• Support manager in managing day-to-day operating expenditures against operating budgets to ensure efficient usage of resources.
• Implement non-trade procurement policies/procedures and plans to ensure cost savings/greater economies of scale. Drive compliant behaviors within and outside the organization.
• Facilitate the gathering of inputs on non-trade procurement needs from internal stakeholders. Conduct preliminary supplier analysis to source for potential suppliers.
• Explore and identify prospective supplier/vendor ready for supporting business when requested.
• Understanding the price efficiency in term of vendor negotiation and analyze cost comparison for internal stakeholder for final selection.
• Update daily KPI tracking on job completion/pending from stakeholder.
• Update internal stakeholders on purchase/service progress and any variances/discrepancies in quantity/quality. Follow-up on impending issues and suggest solutions.
• Work closely with suppliers to ensure the timely and quality delivery of goods/services.
• Provide guidance of how to use e-procurement system to internal stakeholder and diagnose for systematic error when needed.
• Provide guidance of how to use e-bidding system to vendor/supplier and diagnose for systematic error when needed
• Prepare payment to vendor do the validation posting invoice and issue good receipt into GAPIM system.
• Other relevant tasks assigned by manager
Functional Skills and Knowledge
. Demonstrate good working knowledge and hands-on experience in procurement/contract management/vendor management.
. Proven hands-on experience in SAP accounting applications/Procurement System is an advantage.
. Demonstrate proficiencies in office productivity tools (e.g. Excel, Word and PowerPoint)
. Demonstrate fluency in local language and ideally in English, both written and spoken
. Good knowledge of purchasing and negotiation strategy
Education
. Bachelor degree or professional qualification in Business Administration/Accounting/Finance or a related discipline
