Title: Manager Customs Compliance

General responsibilities
- Liaising with internal & external parties on tariff codes for purchases and identify potential exemptions.
- Monitoring of application and reporting of duties & Sales Tax exemption/ drawback for
(i) raw and packing materials, and
(ii) importation of plant & machinery
- Review to ensure proper maintenance and documentation of exemption claims for discharge with the Customs authorities, checking for reasonableness and potential challenges.
- Provide advice to internal stakeholder on correct indirect tax treatment (e.g. on HS Code application for importation/own manufactured goods, sales tax exemption)
- Liaise with Custom on any queries/ correspondence/ audits.
- Knowledge in Bonded, Free Trade Zone and undertake operational integration on existing and new opportunities.
- Involved in market intelligence and understanding of accounting functions – including but not limited to billing, profit share and financial audit of import files.
- Maintain customer profiles and relationships including key contacts, special requirements, contract rates and preferred routings/services/carriers.
- Monitor and audit files to ensure the department is meeting company KPI’s, while ensuring maximum profitability and customer satisfaction.
- Assist BU Sales, MM and SCM Manager in setting up new import business that meets compliance expectations.
- Review with sales the established SOP’s and Customer Profile and approve prior to business implementation.
- Ensure the timely processing of transactions, not limited to billing, admin and file handling/turnover.
- Operational duties to include but not limited to coordination with shippers, truckers, airlines and other Regulatory departments.
- Customer Service responsibilities include maintaining communication with vendors, shippers, customers and Client/Supplier worldwide.
- Working with the unit head of the organization (e.g. RFQ) and checking, studying and examining various methods and procedures of importation.
- Updating himself/herself about the various rules, policies and programs of customs alongside upholding compliance with sectional modulations of the organization.
- Completing all other operational undertakings and workings related to the imports of the organization and ensuring their compliance with the general policies of the same.
- Monitor daily / weekly / monthly status and performance reports; address problem areas and deficiencies as required.
- Effectively use shipment data and documentation for managing exceptions
- Participate in and support business reviews monthly (or more frequently as required) with service providers; drive corrective actions as warranted based on performance.
- Post entry audit program
- Seek Customs Broker to HTS codes (Global vs National Mapping) and if require request for Local Customs Advanced Ruling. Maintain HTS/parts item database- if any (Customs Broker)
- Use research customs trade tools to study regulations and binding rulings applicable to respective Business Units.
- Engage in dialog as necessary with Customs personnel & related agencies on behalf.
Functional Skills & Knowledge
- Possess a clear, detailed understanding and knowledge of the procedures and practices required to complete Ocean, Cross-border (logistics) and Air Freight shipments.
- Able to patiently communicate information to others for training.
- Solution design and problem saving capabilities with excellent organizational skills.
- Self-motivated, able to work in a team and independently
- Detail oriented, able to multitask and meet deadlines. (skills including Microsoft Office).
- Managing local/global RFQ and Tender Bid Process
- Knowledge in local EDI declaration submission
- Experience in Customs Trade Tool (e.g. Amber Road, Dow Jones) & also in ISO Standards.
- Local Customs Brokers License (preferred)
Education
- Certification from local Customs Academy and/or World Customs Organization. (preferred)
- Bachelor’s degree in related field, desired but not required.
Work experience
- Preferable with 5-7 years of experience in imports or combination of education and experience.
- Preferable with 3-5 years of supervisory experience Customs brokerage department.
